| 基於精神康復者特殊及容易被誤解的處境，康復者本身極需要團結起來，表達需要，加強與社會大眾及政府之溝通，以增進彼此的瞭解及接納，並積極爭取自身的合理權益。回應以上的需要，香港精神康復者聯盟便應運而生，成為全港性的精神康復者之聯盟組織。本聯盟由精神康復服務團體及其服務使用者、個別康復者、家屬及一群關心精神康復者的社會人士所組成，於1999年成立，並於2000年按社團條例註冊。 | According to the particular situation of the ex-mentally ill, they are always be misunderstood by others.
